I'm building a new PC with a MSI RTX 4070 Ti SUPER and a Ryzen 7 9800X3D. What is the best PSU wattage and brand to ensure stable performance? Any specific models you suggest? Thanks!

Get a 850W PSU.

I think 750W PSU can also handle this build.
